Anybody who is fluent in both languages can translate it. They just need to write a memo saying they are fluent and certify that the English version is a direct translation and sign and date it.

A "certified copy" means the copy with original government seals came from the government agency in charge of the record. The certified copy is usually in the local language.

The US will accept a translation from anyone who understands the language the document is written in and English. This translator does not need any training or certification. It can be anyone who understands both languages. This person certifies his/her translation to be accurate.

USCIS even provides a model; http://www.uscis.gov/forms/forms-and-fees/general-tips-assembling-applications-mailing

  • Please submit certified translations for all foreign language documents. The translator must certify that s/he is competent to translate and that the translation is accurate.

The certification format should include the certifier's name, signature, address, and date of certification. A suggested format is:

    Certification by Translator

I [typed name], certify that I am fluent (conversant) in the English and ________ languages, and that the above/attached document is an accurate translation of the document attached entitled ______________________________.

    Signature_________________________________

    Date Typed Name

    Address

I have used this Certification by Translator block many times and all the documents have been accepted. I have no training as a translator. Just a normal person.

Best of luck
