when is this required? when the or petitioner has interview in her country or after the marriage and interview for green card?? secondly what can work for assets if unfortuntly were 1,000 below poverty guidelines? can i use my house, or vehicle?

Which one? You'll need the I-134 as part of the K1 visa process, which is supplied before the visa can be issued.

Once in the USA and married, you'll supply the I-864 with Adjustment of Status. If you are below the required amounts, you can seek a co-sponsor or have 3 x the missing amount in liquid (or liquidable) assets. If you're $1000 below, you need $3000 of assets in some form. I don't believe you can use your house or vehicle if they are your primary house or vehicle. With only missing a thousand dollars you're better off just saving up 3000$ dollars, but you can't put anything up that would cause hard ship, such as not having a vehicle or a home to live in. Assets are anything that you can easily turn into cash, again without causing hardship.
