I submitted DS261 on July 13

On July 31st received this email "Thank you for being a valued U.S. Consular Electronic Application Center (CEAC) customer. Your online Choice of Address and Agent Form(DS-261) has been submitted." with confirmation pdf file attached.

Does this mean my DS261 was reviewed and processed? I still am not able to pay the IV fee, after i click on Pay Now.

I got that confirmation email about the ds261 last Friday and just received an email with the iv fee invoice 5 minutes ago. The website still says $0 but hopefully that will change soon.

It is my understanding that if the I-130 is approved first then the K-3 petition would be closed.

See here: http://www.uscis.gov/family/family-us-citizens/k3-k4-visa/k-3k-4-nonimmigrant-visas

That's what i think as well. However, i have my fingers crossed! Maybe they delayed sending the approved i130.

If you guys have any questions specifically for me,

I will be glad to help via private message.

Can someone please clarify if the NVC phone no. 603 - 334 0700 is working, been trying to call all morning/afternoon/night, all i get is the automated answering machine saying "all of our operator are currently busy with other customer ................................." has anyone been able to get through to them lately? How and what time?

That is correct number. I normally call 4-5 back to back to back of each try.

I have found success between 10 am - 10:30 am (EST), and also 11 pm (EST).

They are hard to reach though and you still have to wait to be connected to a case specialist.

To get through you need to repeatedly call (immediately after hanging up) until you hear the ringing signal on their end. That's what others and I here on VJ have done and it works.

So the NVC seems to move pretty fast with the K-3 visa, just like the K-1 visa.

Looks like it will go faster with the K-3 visa than the IR1/CR1.

I take it this is what you wanted. I don't think you can do the IR1/CR1 anymore.

Actually the problem is that I don't have my passport in hand, will receive it in about a week though.

What if they assign the case number to my I-130 by then? Will I still be able to opt for K3 visa at that time?

I think you still have time. See link below.

Based on what I understand you will receive documentation from the US Embassy in your area. Please call the NVC end of this week to see if they sent your petition to the Embassy.

This should be faster than the IR1/CR1 visa.

I need to submit DS-160 online before they can send my case to the consulate but as I don't know my passport number right now so I can't complete that form. That's why I need to wait for my passport so that I can submit DS-160 online. But I'm afraid that NVC might assign case number to my I-130 in a week and I won't be able to take K3 route then :(

I see. You are ok. Based on what I understand the I-130 petition is now closed. No going back unless you do it over again which I know you wouldn't want to do.

Hope your get your passport soon and can get on with the process, in the meantime you are ok.

Very good, you are on the move.

I take it documents were sent?

I've sent them to Hubby (usc) he's to add his tax documents and sign the AOS and then he'll mail it.

Sounds good. Hopefully we will be at this stage soon, we are not able to pay the fees as yet.
