How to I interpret the bold 'ATTETION/VERY IMPORTANT' text on blue slip?

At the bottom of my blue slip (mine was issues 21 July 2015) it says:

Attention: under no circumstances can a visa be issued or an adjustment of status occur in your case after september 30 2015.

Very Important: Because of the limited number of visas that may be issued under this program, visas may cease to be available even before this date. This is especailly true the close to september 30 an application or re-application is made.

Does this mean I have until that date to provide the necessary documentation?

Hi,

Not only must you have your documents in by Sept. 30, you must also have your interview for a visa by then and leave enough time for a visa to be issue.

If you file your paperwork in late September, you will not get an interview by the end of the month and come October 1, you will not be eligible for a visa.

Furthermore, if visas run out before Sept. 30, you will not get a visa.

Hurry and get your paperwork submitted. The longer you take to send them in, the greater the chances that you will not get a visa.

Is this for a CR-1 spousal visa for the spouse of a US citizen? There are no numerical limits on these, so that is a very odd statement.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Actually you're right aaron, silly me, it does say above those pargraphs: 2015 Diversity Visa Program.

Jeez, I get SO jumpy with this stuff as you can ever expect what crazy condition they're going to pull on you out of nowhere.
