J1 visa question- please help!

Does anyone know the answer to the following question:

When a person applies for a J1, they have to show at the interview they have strong ties with their home country.

So if that person is living in her home country but a couple months before the interview moves to another country in europe (because it just felt like going somewherelse for a while), that could be a serious issue? Ans what should be done in this case?

Serious issue? It depends, what ties do you have to either your home country or a third country if asked?

Also, this thread says you are chasing an O visa, why the questions about a J visa now?

April 29, 2013 - NOA1 for petition received

September 10, 2013 Interview - decision could not be made.

April 15, 2014 APPROVED. Wait for oath ceremony

Waited...

September 29, 2015 - sent letter to senator.

October 16, 2015 - US Citizen
