You can enter on the day it expires. However planning it that way is risky because if there are flight delays etc you could arrive too late. Also bear in mind things like winter weather delays with big knock on effects etc. I wouldn't feel comfortable planning anything less than a week before expiry - a cancelled flight on a busy route could easily take a few days to get a rebooking for, for example. I was in jfk and schipohl the year of the really bad snowstorms and some people were literally stranded for days waiting for new flights.

Yes I understand. I'm planning travelling on 15 december...I hope that's plenty of time until 30 and receive my green card and all.

I'm not sure if I am misunderstanding you or you are misunderstanding something - but you don't need to get the physical green card before the visa expires, you just have to enter the U.S. before it expires. The physical green card usually takes 1-2 months after entry to arrive,but your stamped immigrant visa becomes a temporary green card for a year.

December can be a pretty risky time for traveling weather wise so the 2 week window before visa expiry seems good to me.

I'm not sure if I am misunderstanding you or you are misunderstanding something - but you don't need to get the physical green card before the visa expires, you just have to enter the U.S. before it expires.
