You should give the sealed envelope ONLY to a CBP Officer. Sometimes they do immigration pre-cleareance in non-US airports (Canada is a good example). No need to even mention the envelope to an airline agent or to a immigration authority of another country. If the seal is broken by someone else, you'll have issues with the CBP.

The CBP officers in the US needs it, no one else. Do not give that envelope to anyone else!

The CBP Officer doesn't need to be in the US. Dublin do Pre US Clearance.

The CBP Officer doesn't need to be in the US. Dublin do Pre US Clearance.

What I meant was that he should not give it to whoever starts to ask him what he is intending to do in the US.

Google is your best friend. One of the airports is Keflavik, Iceland.

It's just a habit when I don't know the gender of someone. English doesn't have a gender neutral pronoun and it felt rude to call you it and he/she gets annoying in long texts.

Know the feeling though, lot of people here assume I'm a guy.
