Assuming my cousin (beneficiary) arranges an INFOpass appointment, will they entertain the beneficiary???

Will tell cousin to bring all paperwork -- ie. the copy of approved I-130 (which is clearly marked "approved"), and the approved HR letter from USCIS.

Based on experiences out there, will INFOpass officers entertain the beneficiary? Or if the beneficiary signs an authorization letter (authorizing an "agent" on his/her behalf), will INFOpass human entertain that?

(When I say "agent" this may mean a trusted friend or relative -- not lawyer. Afterall, in the DS-260 situation, an "agent" is allowed. So am wondering if an "agent" would work in this instance).

Isn't the beneficiary still in the Philippines?

What Darnell and I are suggesting is getting an infopass at a USCIS office in the US and/or get in touch with an immigration liaison officer at the US congressman/senator's office.

Unless I'm the one lost somewhere....... ?

The substitute sponsor (who is aware of this situation) travels A LOT for a living - that's the problem. Difficult to catch at home, always on the road.

Beneficiary called USCIS and they're willing to help him over phone. When both the MNL# & AGA# were given to USCIS, they couldn't find anything in their system. Beneficiary also gave Alien #, DOB, Names and still produced nothing and USCIS kept asking for the "Receipt Number" found in NOA.

There's got to be a better way!

By the way, my cousin also sent a follow up letter to USCIS in Guam Field Office few months ago (May). No reply from them to this day.

This leads to my next question -- since I-130 was filed in GUAM in 1993, which Service Center do you think it was assigned to? Which service center has jurisdiction over it? ie. ...LIN? WAC?..etc,?? trying to figure out if I could "decipher/figure out" the receipt number?

Here's an update... sponsor and I called USCIS. We told Immig officer that we do not have a receipt number nor a NOA. Officer looked up info in the system using other identifiable info (names, A number, DOB, etc.) and was surprised that even he cannot track down the case in their system. Immig officer told us to send a letter to Natl Benefits Center (explaining what happened from the beginning... when I-130 was filed in 1993, etc.) and attach the copy of the approved I-130 and the HR approval letter from USCIS.

NBC is supposed to reply once they receive the letter/docs. If we don't hear anything from NBC within 30 days, we are supposed to call back USCIS. For now, it's all a waiting game...

Any ideas why NBC? What's NBC's role in all of this??
