These instructions state passport is needed, though that is what to bring with you, so might be able to schedule without. Will move this to the PI forum for more precise answers. > http://manila.usembassy.gov/wwwh3218.html

~ Moved from K-1 Process to Philippines regional - topic specific to interviewing in Manila ~

You need to take a copy of the passport info page and also need a copy of your DS160 in which you need your passport number to fill out. You're putting the cart before the horse here.

This just recently happened to us. After finally getting the appropriate id's , we were told our passport would take 30 business days to process. 52 days total. A week before she was to receive it, she received a text that there were technical difficulties and they would text when the passport was done. She received the text 10 days after the initial completion date. 62 days total just to receive the passport. We were at a standstill and could do nothing more until we received it as like stated before, you need the passport number for the ds-160. Since the medical is only valid for 6 months , I wouldn't want to risk getting it too soon as many unexpected things seem to happen each step of the way

One of the requirements is that you will need your passport for SLEC. Also and I quote USEM's instructions, "Applicants are advised to have their medical examinations done 5-7 working days prior their interview appointment at the U.S. Embassy in Manila". The reason for this is because the validity of the visa is based on the date of the SLEC exam; total 6 months. If there is any delay, as there was most recently where some have been waiting 4-6 weeks additional time to receive their visa's do to a computer glitch, you will shorten the amount of time you have to enter the USA.

Requirements for SLEC in answer to your question; You are required to have scheduled a visa appointment with USEM. You will be required to present your appointment letter sent by the National Visa Center or an e-mail confirmation from the Visa Information and Appointment Service or you may print off a copy of your appointment confirmation page after you have scheduled your appointment online to begin your medical exam. You will also need a copy of your DS160 or DS260 for the second day processing of vaccinations.
