CR1 upgrade from F2A Time

Hello-

I am going to be an US citizen by next month and my wife's case is in Last stage at NVC (Only waiting for case completion), payments and forms are done.

I want to know how long it takes for NVC to change the case status and schedule interview after I send my Neutralization certificate and letter for upgrading the case.

Also should I send the letter and certificate Via mail or email it to NVC.

Please suggest!!
