I want to apply for N-400. I have just sent sent my I-751 and have biometrics this month. Can I apply before I have approval on my 10 year GC when I have been LPR for 3 years?

Approval for ROC - 04/20/2016 (316 days)

Naturalization Process

N-400 Filed 06/10/2016

N-400 NOA1 06/14/2016

N-400 biometrics 06/20/16

N-400 interview 01/23/2017

N-400 Oath ceremony 02/10/2017

Immigration Process took 2116 days.

Timeline

Yes you can apply for citizenship 90 days before the 3rd anniversary of your green card date. This is 90 days before Sept 9, 2016.

You likely will have your 10 year green card before then but occasionally it will overlap and filing for citizenship tends to speed along the ROC approval.

Thanks for your response. I was really hoping to vote come the next presidential election. My paperwork was mishandled at the time of my AOS. Now it will be near impossible. Anything I could do to expedite the process.

I respect your desire to vote, your only chance is to apply right at 90 days and hope it goes quickly. There are also voter registration cutoffs that vary by state. It is not impossible but you are going to be very close and the odds are not in your favor.. The only real expedite I know of is for spouses of military members, other than that you pretty much have to get in line.
