Yes, there's an exception for Muslims in the Philippines. The link I provided spells that out. It also spells out that generally, polygamy is neither legal nor accepted. Muslims make up a mere 5% of the population in the Philippines which means that for the vast majority polygamy is indeed illegal.

Reports are between 5% and 11%, nobody really knows. But they have their own set of rules and laws. And for the record Philippines practicespolygamy, just don't get too butt hurt when someone points out a flaw to your argument.

Apparently, conversion to Islam in the Philippines must be registered with the government. In order to register the conversion (and thereby reap the "benefit" of marrying more than one spouse):

So, for VOL to effectuate his plan, he cannot simply say he is now a Muslim. An accredited Muslim official must certify his conversion, and two Muslim Filipino witnesses must attest to his conversion. This sounds like a lot of work for some sidepiece booty. Far easier to have multiple affairs of limited duration. As someone who in the past was in several relationships that ran concurrently, I can attest that keeping multiple partners happy is just an absolute drag. It's not just the sex, it's all the relationship building too. Exhausting and time-consuming. Monogamy is much less labour-intensive on the whole. Better would be to agree with your spouse's consent that you could dip your wick elsewhere on a purely FWB arrangement.

I wouldn't convert if I lived in Philippines. Since divorce is illegal, it quite common for a man to have more than one family in Philippine, and the girls are conditioned on this.

Me I would just have a few girlfriends, I wouldn't be concerned trying to keep them happy, I would just hope that the time they got to spend with me they would see as their quality time and be happy. If I find one or two or three or ten girls that make me happy then I will spend time with them. If they have issues with me dating other girls, then I would consider that their issue to deal with, not mine...
