Am I considered multi filer?

In I-129f application, Part 3. Question 4. is specifically asking if this is the third time I'm filing I-129f.

I'm little confused if the number 4. question applies to those who has "listed" crimes related to domestic violence, etc... or number 4. question should be answered by everyone who's applying regardless of their past criminal record? My answers to the number 2a, 2b, 2c are all NO.

Previously I had filed I-129f Fiancee visa in 2002 for my ex-fiancee, and I also have filed a "spouse" visa, I-130, for my ex-wife in 2006. As the question is specifically asking past i-129f application history I am NOT considered multi filer right?
