Hi, we are currently waiting for my fiance's visa to get issued. This week, I've moved to a different apartment in anticipation of her arrival. Do I need to submit an I-865 Change of Address form? Can this cause a delay in visa issuance or a problem at POE?

You don't really need to fill out that form unless you have already provided an I-864. See the instructions for the form > http://www.uscis.gov/sites/default/files/files/form/i-865instr.pdf

When you file for AOS, you will use your new, current address on the forms.

Wait until your fiancee arrives, then go to the USCIS and complete the AR-11, change of address form, not the I-865 ... you will be filing AOS with the new address so not needed.
