Hi,

I am US citizen who are bringing my parents on Green Card and they will be here bu August 2015, I do have one brother and two sisters all are unmarried and above 21 years old. I haven't file I-130 for them as I am thinking to file for them via my parents who will be green card holders soon.

My question is can we put my siblings in F2A category as my parents plans to file for them? Or they belongs to F2B category?

They are F2B no doubt because they are all above 21 (and unmarried with LPR parents as petitioners). You cannot choose the visa category. They fall under where they qualify.

A. (F2A) Spouses and Children of Permanent Residents: 77% of the overall second preference limitation, of which 75% are exempt from the per-country limit;

B. (F2B) Unmarried Sons and Daughters (21 years of age or older) of Permanent Residents: 23% of the overall second preference limitation.

Not sure where the confusion is?
