Not sure what to do next

Timeline

On April 9th I got noa 2. A month later on May 4th I got notification the the NVC had sent the petition to Manilia. She has yet to recieve anything. I called the consulate, who gave me the number of the visa center, when I called there was no way to talk to anyone, so I called consulate back and explained that but they said I just had to wait on the line long enough. I called back and after sitting there for a while realized I was given the run around. So what should i do? Can I just get the information I need to her (what is that?...) and have her schedule interview?

Yes give her the MNL# and have her pay the fee at BDO. Once she has done that she or you can schedule an interview with embassy. She has to go do medical before the interview

NOA-1 Issued Dec 21, 2015 NOA-1 for ROC issued

NOA-1 Issued Dec 26, 2015 NOA-1 Received

Biometrics Appt. Jan 29, 2016 Biometrics Appointment Scheduled [Completed]

What is taking you so long? If NOA2 was issued on April 9th, you should of called and got MNL# late April and scheduled Medical and Embassy Interview........

We sometimes think others are thinking what we are but remember you have a lot more experience. And, I know you have read questions, as I have, and said to yourself "that is such a common sense question" why are they asking it. People come from different walks of life and have different knowledge of their surrondings. Sometimes, I find it just best to answer their question and move on or as I do sometimes just don't answer especially those who you have told how to find information and they still don't take your advice. Those people I leave to their own vices.
