Per the article it doesn't appear they are being charged with anything. I'm not sure how I am leaning on this one. If they could be charged with stupidity they should. Since she wasn't injured and the baby is okay, I don't know if they should or shouldn't be charged.

The way to look at it is this: Would any ordinary person that wrestles another person to the ground for no reason be charged? The answer, I think, is yes. Thus, the cops should be charged accordingly. They assaulted this woman and they should be held accountable for that assault.

Unless operating a vehicle, you don't need ID. You do have to provide a name under stop and Identify. I'm not sure arrest is warranted if you fail to ID yourself though.
