N400 Part 11 Q. 22 specifically asks if one has committed an offense for which one was "not arrested." Would a traffic citation (leading to a $75 fine but no arrest) require one to answer YES to this question?

PS : JimmyHou what do you think? :-)

There's a question about citations... that's where I would mention this. I don't know how you should answer these other questions... do whatever feels right and just ask your interviewer if you understood the question correctly.

PS: I don't know any more about this than you do... just go with what makes sense to you as long as you aren't hiding anything. :-)
