Okay, my Mom got her visa and they're still waiting for my Dad visa. Can my Dad attend the CFO seminar now then bring back the passport for the sticker?

Yes. He can even pick his sticker up at the CEBU CFO location or at NAIA. Details in the link at my signature below. Follow the twisting arrow.

EAD May 23, 2014 Employment Authorization Document approved and went to card production

TD May 23, 2014 Travel Document approved and went for card production

Receipt EAD/AP May 30, 2014 Received combo card EAD/AP

Green Card Approved July 11, 2014 Approved, no interview. Went to card production.

Green Card received July 17, 2014 GC received without interview

Removal of Conditions

Mailed I-751 Dec 16, 2015 Submitted ROC (removal of conditions)

Received Dec 18, 2015 USPS notification of successful delivery

Check Cashed Dec 21, 2015 Check was cashed

NOA-1 Issued Dec 21, 2015 NOA-1 for ROC issued

NOA-1 Issued Dec 26, 2015 NOA-1 Received

Biometrics Appt. Jan 29, 2016 Biometrics Appointment Scheduled [Completed]

so, my Mom and Dad is in CFO right now.. they told they that my Dad can't do the seminar right now because he doesn't have the visa... :(

That's strange. Normally it's not an issue you. You go and do the seminar, get the certificate and when you get your visa you return to one of their locations; Manila, Cebu or NAIA. Was that the only reasoning that CFO gave? Do you think the person who told them this information could be a new person at CFO and didn't know the procedures?
