It is impossible to apply for them online in the country I am from.

But since I've been in the US, legally since 2011, I can apply through Adjustment of Status, and then I don't have to go back to my country just to get this one piece of paper?

How about your parents, can maybe one of them get it for you?

I got chosen in DV2016, that's why I'm posting here. Possibly some admin will fix my mistake.

The parents are citizens. My mom applied for me through I-130, but we just paid the fees, never have sent the application. Wouldn't be better to apply through I-485?

So you won the DV2016 but you're not using it, you're having your mum petition you instead? As far as I know, adjustment of status starts with a petition being filed on your behalf, like your mum have. Immediate relatives of a USC can also file the I-485 at the same time. See link below:

http://www.uscis.gov/green-card/green-card-processes-and-procedures/adjustment-status

You are considered an immediate relative to your mum if you are under 21.

Hopefully, an admin will come along soon and move your thread to the adjustment of status forum, where people will have more information for you. Good luck!

I-130 (1st stage) filed 2 months ago, but just the fees. Later turns out I was selected for the DV2016. Decided I'm not proceeding with I-130 and I'll do I-485 instead.

I'm not under 21. I'm 25 now.

Just to avoid a question about "why they didn't apply sooner" -- My parents became citizens already after I turned 25.

Actually, you can adjust status from DV so I think this was in the correct forum originally...nevertheless:

OP, if you read your DV selection letter properly, there is a link to the dvselectee website. It should explain exactly what you need for AoS. I can't remember if you need police certificates for AoS, as I did CP, but if you do, on that site there is a page that describes what civil documents you need and under the "reciprocity by country" link on it you can look up your country and find out how to get the PC if you are not present there. If it tells you how to do it then you do it, if it says not available to people residing outside the country then you don't. But first prize for you is to read the letter and associated instructions properly...

Police records are for those doing consular processing overseas to immigrate to the U.S with an immigrant visa. Since you're going to be adjusting your status in the U.S, you don't need it. Once you fill out your form I-485 to adjust your status, you'll be paying a total cost of $1070 which will include your fingerprint fees. You'll get a receipt shortly after submission for an appointment to an application support center in your city for your fingerprints to be captured for a background check. You'll receive your interview as well months after. Follow your DV processing instruction so they can start treating for your case # to be current. Good luck and remember to be in status till after your interview as your approval depends on it.

Thanks for a great advice.

Follow your DV processing instruction so they can start treating for your case # to be current.

Why would be a reason to start as well the DV processing? I cannot provide the documents they request anyway.

What is PC? I'm not familiar with all these abbreviations.

Police certificate...what you were asking about...

Anyway starkilla gave you good advice from someone who did AOS. Perhaps you need to read it again because your last sentence in your reply to him didn't make sense, to me anyway. Why wouldn't you want to do DV processing which is a much faster and easier route?

PC, Police Certificate... USCIS calls it Police Reports and got me confused, but ok, now I get it. Hard to wrap head around DV AOS PC PR F1 SV and more.

@Starkilla09

1. I cannot obtain the Police Records, unless I will go back to my country in person. It is impossible to do so, so as to obtain the Police Records.

2. If I am doing DV2016 from within the US, am I not obligated to obtain the Police Records?

3. What do you mean by, "so they can start treating for your case # to be current"?

Starkilla quite plainly told you that police records are not required for AOS.

As for question 3, can I make a polite suggestion, that you read the information that is linked from your DV selection letter? It explains how to proceed with the case, you have a case number that needs to be current for you to be interviewed, etc. Most of this information is there, if you take the time to read it.
