F3 upgraded to F1 effectivity and age limit

Hi everyone,

hope you all are having a good day.

I have a question, my father's immigrant petition has recently been upgraded to F1 from F3 because my Mom died so he is a widower, we've just recently discovered that this is possible. Our priority date is 2004 and we're from the Philippines. Based on the latest visa bulletin the current prio date that they are processing is 2005, I wonder how does that affect our petition since our priority date is later than what's being processed?

Also, our F3 petition was approved last 2010, they sent us a notice saying that it was approved but we need not to hurry selling our properties etc. for it might still take a while. my other questions are, will it make the visa process faster? The time the petition was approved, I was 19, I wonder if I'll still be able to come with my papa when he finally fly to the USA? my other siblings are under 21 yrs of age.

Any answers will be greatly appreciated.
