How are K-1 petition filers notified of NOA2

Can someone explain exactly how K-1petitions filers are notified of NOA2?

Is it email,text or phone call? I've been reading of all 3 ways.

Is NOA2 sent to both, the person in USA and the fiancée in foreign country?

You'll normally only receive a letter (sent to the petitioner in the US only).

If you sign up for an account on the case status page though: https://egov.uscis.gov/casestatus/displayLogon.do and add your receipt number, you can turn on text or email notifications for any status updates. That way you'll get notified when they send out the letter.

If you have a text that CSC has only received your application, that implies it is only your NOA1. Yes, you will receive a letter detailing the same information (NOA1) for your records. Likewise you will also receive notifications via text/email and by mail for any RFEs or your NOA2.
