the kids need to be under 18 and they have a GC at the the time of naturalization , then they will be a usc at the time when your dad becomes a citizen. Your sister who is already 18 needs to apply by herself once she meet the requirements.

Only if they're permanent residents and under 18 at the time.

Here's the link: http://travel.state.gov/content/travel/english/legal-considerations/us-citizenship-laws-policies/child-citizenship-act.html

A child born outside of the United States automatically becomes a citizen of the United States when all of the following conditions have been fulfilled:

  • At least one of the child’s parents is a U.S. citizen by birth or naturalization;
  • The child is under 18 years of age;
  • The child is residing in or has resided in the United States in the legal and physical custody of the U.S. citizen parent pursuant to a lawful admission for permanent residence.
