help: how to explain the 214(b) refusal to my application form?

My previous application last 2011 was denied. Now i am planning to apply again. The reason of the refusal was 214(b). How to appropriate explain this in my application form? Help advise me. Thank you.

You need strong ties in your home country house/car titles, Job letter,

good bank balance, letter from an elderly family if you take care of them

and consistent and verifiable arguments & docs at last interview. You will

have to convince the CO you will visit the US then go home

Thank you for your response. But I need to explain my 214(b) in my application form. How can I appropriately explain the matter in form? Do I have to mention, "214(b), I was told that I didn't convince the CO that I will return to the UAE after my visit"? Or do I have to elaborate more?
