Withdrawing from TSC in order to resubmit through CSC - is it really so bad?

Who decided where the i130 gets sent to? I am in Texas but our lawyer sent our i130 to nebraska, that is where it says on the noa1 anyway. Wondering why we never got sent to TSC?

I-130's are different petitions to the I-129F. They are routed differently. For example, Nebraska (right now, anyway) does not process fiance petitions.
