This may be it. Its so frustrating though. The illegal immigrants already in the States are given priority right now. Ouch! Listen to this news. Note the date. This fox new report is dated May 18,2015. Fairly new.

Agreed....but they have to fix this anyhow....coz all applicants from all categories r waiting...and if an applicant has submitted all documents but just IV fees and ds260 is pending....he/she can't be scheduled for an interview....

This will impact visa bulletin movement for preference based categories ...as well as Immediate relatives..

I submitted my docs as soon as my AOS fees was PAID... So it's like 2 weeks before...

And I submitted my ds261 together with paying AOS fees... It was reviewed 8 days after submitting ds261...

Then I received email from NVC for paying IV fees but since then my bad luck the website is down... So I m now waiting to get system fixed so that I can pay IV fees n submit ds260....

That does make sense if you think about it. This problem started in May. But I was thinking that it would affect USCIS stage more than the NVC stage, considering NVC is mostly just collecting fees and double checking forms. But if this "system malfunction" is really due to illegals being given priority, then that's a very ####### move made our government. Yet, we can't point fingers as we don't really know what this system problem is about. Just a REALLY big coincidence if you ask me.

Hi Everyone, I just got off the phone with NVC (again) and the rep told me fixing the portal has been a nightmare because not all approved applicants are seeing the same thing. I let him know that it seems, for us, issues are with case numbers assigned within the same time frame, so the fact that they are having trouble identifying patterns with the problem is holding up a solution for the site.

For those (like me) who are waiting to be able to Select an Agent, I did ask if we could mail in paper form DS 3032 to select an agent. He did confirm that even though the form itself says valid through 2016 it is considered obsolete by NVC and will not be accepted.

He did tell me to go ahead and collect the info and submit my Affidavit of Support and Immigrant Visa Application by mail without formally selecting an agent or being invoiced for the fees. He said this would not hold back processing at this time. I assume nothing will go to the interview stage before the website catches up and the select and agent form and fees are paid, but at least we can keep the ball rolling in the meantime. My husband's application is being processed by the Embassy in Paris, which only accepts hard copies of the forms, so I would have to mail them anyway. Your embassy may allow you to submit the forms to NVC via email, so just make sure you check how you should submit (mail or email) based on your case number prefix.

@debi - I don't think there is no other option for paying DS-261...it has to be done online. Personally, I think it is best to wait for the ceac site than to send in paper payment which will just get lost in that bottomless pit called NVC.

I wonder if US citizens can also contact their congressmen and women and lodge a complaint. You have a lot more clout than us permanent residents

I ll try to contact my congressmen this week if its not fixed , This is ridiculous.

I was told that it wasn't everyone but a few people... but from what I am seeing... It is everyone that is being effected... I do not look for this to be resolved quickly... But when it is... it will be down again with everyone rushing to the site We've been waiting for 2 weeks to get logged in... Very frustrating! there's really not much more to do but to wait. and wait.. and wait...and wait.....

I went ahead and contacted our Senator and our Rep, who will file a case with NVC. I Agree with previous comments where we should raise our concern to people who can possibly help us get this fixed. Hopefully we are out of this soon.

How did you guys contact your senator/congressman? Did you make a phone call or just send an email? I might just do that too. The wait over a system error has been way too long

For the senator - I walked in and met with one of the staff members and filled out the form which will be used to file a case with NVC.

The rep I called in and have to do the same routine.
