Yes, there is a problem. Your mother doesn't have a green card anymore, she abandoned her residency.

The way it works is that unless you provide full information then nobody can help you.

You think NVC will give my sister appointment?

Im sorry to say that your sister will most likely be denied green card, because your mom who is the petitioner has been away from the US for a very long period of time and that too without travel document ( reentry permit). She may also lose her LPR status. Maybe you can engage a lawyer but this is going to be a tough one. F2B category posts are mostly found here:

My mother has green card but she had been outside of U.S for two years and half recently
with out re-entry.
We appliyed for my sisters at 2007 From FB 2 category And they passed USCIS, now their cases are in NVC.

My mother does not have job and income, I filled tax for her and I filled Affidavit of Support .

my mother wants comes back to U.S when NVC give my sisters interview appointment.

What do you think Will NVC give them appointment or just refuse their case

You think is it a probleme with their cases ?

My mum stayed outside US for about the same number of years and she had to provide evidence for the reasons for not living in the US for more than a year before she traveled. Two and half years is too much. The essence of F2B is for family unification. If she lives outside US, how can your sister prove that your mum really reside in US. Some were denied visa based on that. If its possible for your mum to still travel, please advice her to travel at once. There is a forum that you can ask your question and US visa immigration officer answers your questions.

You may want to talk to a lawyer about the specifics. I've seen a couple out between 1-2 years for unexpected emergency and they lost their green card.

And please do not tell the authorities that your mom went to her home country to be with her daughters, that will immediately qualify for rejection of GC. It has to be a solid reason and lawyers will be able to guide you.

Why do you keep repeating the same thing over and over? You have reposted that three times now in this thread. Your mother's greencard expired when she was gone for longer than 6 months.
