How long does it take from NVC case complete to getting an interview appointment schedule?

Hello! I'm applying for IR2 visa from the Philippines. I got an email from NVC that my case is complete on April 9, 2015. Does anyone have an idea how much time it would take to get an interview appointment? Also, would I receive it via email or mail? And on the CEAC website it still shows "at NVC" shouldn't the case already be forwarded to the US Embassy in Manila? I was hoping I could communicate with the Embassy here but I don't think my file is with them yet. Please help especially those who are in the same situation or those who hav experienced. Thank you :)
