Case changed from immigrant to non-immigrant visa and the creation date is now today

Hello, everyone. Our case just changed from immigrant visa to non-immigrant and that creation date was today. My fiancé says this means we are approved and they will issue the visa shortly. I don't know. Are there any other circumstances in which they change the case like this? Our interview was bad. Thank you for your help.
