Electronic Process case approval time at NVC

I called NVC today and was told that Electronic Process case approval time is 75 days now. And I sent my docs in several emails to them and got several scan dates. Is it 75 days from the first scan date or the latest scan date?

Last scan date. I just spoke to representative, they wont open the document till they stop receiving documents from you. And 75 days is from your last email....

He said mailing is 45 days so actually faster.
