checklist regarding I-864, 13a (split topic)

Hi! I am new here, we had the same dilemma, my husband, who is the us citizen, did not work in the us for 3 yrs and we answered $00000 on those tax years they required. We even attached an explanation letter as to why he had no w2. We have his parents as co sponsors and we even attached his itr from the philippines. We still got a red flag. We were sent a checklist so we called nvc and they told us there was a problem with 13a of his i 864 form. They asked us about the tax returns and what we wrote on the form and for the letter, which is what we did in the first place. They told us it will take 42 days and that we dont have to comply to the checklist.

We are very much worried, and confused as to what to do? Any advice on this?

What was the "problem" in line 13a, according to them?

There was anything else on the checklist?

They just said that they want a signed explanation letter as to why he didnt file his taxes. Which we already submitted, attached to his i864 form. Even the nvc customer service agent was confused as we already complied with what they required.

Did he not work at all in the last three years or just not in the US? As far as I understand, USC must still complete their annual tax return when working abroad.

I am also super worried about 13a, as my husband have zero income and not filed tax return for the past three years. Spoke to both the US Embassy and NVC, who said to leave 13a blank if the USC didn't file a tax return as the numbers they want there are the adjusted gross income on the federal tax return.
