What is the best mail service to send something to another country?

There is only one mail service from the USA, USPS

As for delivery services that depends on the country you are sending something to. DHL, FEDEX work will for the Philippines.

For paper documents, and I mean physical moving of paper, not electronic transnssion, DHL is the gold standard. No other company can match them.

Of course gold isn't cheap, but if you want the best, you pay.

My feeling is that if the paper is not visa related or if you have so much time to get it there that you can afford screw ups, use the regular mail. But for important visa documents, with all the thousands of dollars you already have invested into it and what you stand to lose if a doucument gets there late or not at all, do it the right way and spend the $100 for DHL.

Of course DHL has to be available in the town where you live to use it. ;) (which it isn't in Tucson)

Actually they are. All I had to do was google it and the address came up.

I know a guy that worked for DHL doing delivery, he told me they stopped the delivery service here . That must be a drop-off location... interesting

Fore paper/documents I went with Fed-Ex. It costs alot but it's worth it as USPS mail & packages have a tendency to get "lost" in the Philippines. For packages/boxes I use Global Cargo, and had no issues with stuff getting "lost" with them.
