when is the scan date?

is it when nvc receives all document ? or like in my case the documents have been sent a month ago but am just submitting the ds260 form online?

the A0S and civil doc fees where paid a long time ago

When they received both AOS and IV documents.

That 60-day wait could be done to 45, or even as low as 30 days in some cases.. based on some recent threads that've been posted.

Scan date is when they put the file into the system. It isn't when the mailroom gets the documents according to your courier etc... It's when the documents are actually put into your case-file.
