KERALA - INDIA - what after(or before) NOA2 ; move during AOS?

This might, as expected, be redundant to a post somewhere within VJ ; but I only found conflicting answers to my questions mentioned below or seem to be outdated.. So here goes.

WHAT IS TO BE DONE AFTER THE NOA2 ?

My fiance and I received our NOA1 on March 12th (notice date) and our file has been transferred to CSC. Hopefully, we should be getting our NOA2 sometime next week.

In the meantime, what can be done from my side? I am the beneficiary of the K1 and I live in Kerala, India.

a) Can I apply for the PCC in Kerala, India before I get the packet 3/4 ?

b) How long does it usually take to get the PCC in Kerala (Kochi)? I just got my passport reissued with a new address and signature this week (no police verification done)

c) Regarding packet 3 and packet 4, who should be requesting this? The petitioner or the beneficiary?

d) I read that the Mumbai consulate sends the interview letter directly on receiving the petition from NVC. How true is this?

Also, some general questions:

a) I used to live in the US as a student (that's when I met John). Does this complicate our petition? Does the NVC take more time in this case?

I'm asking mainly because I have a contractual agreement with my present employer that forces me to give them a 2 month notice before quitting? I was thinking I would give my notice as soon as we receive the NOA2. Is this a good idea? Should I wait till after my interview?

b) My fiance now lives in Iowa and the intended address of residece is listed as Iowa in the i129 petition. If we were to find better jobs elsewhere, would it complicate the AOS process? Say, we both wanted to move to CA? (I'm obviously jumping the gun, and getting over excited!)

Obviously, John and I are extremely worried about the entire process. A simple google search adds to the worry because we usually get conflicting answers to these questions.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

The police clearance is valid for one year. You can apply for it at any time.

No it doesn't complicate things

It's never a good idea to quit without a visa in hand. IF it was me I'd wait until after the interview.

Since all the other answers were provided this is about Mumbai consulate. They will not send you anything, no packet 3 or 4. Send them an email and they will respond with an email giving instructions (they are pretty standard). At this time I suggest you apply for the PCC (sometimes it takes a while). Once you email the consulate and they respond, you can schedule your medical (you will need to show the e mail from the Mumbai consulate to be able to attend the Medical appointment.

While you wait for your medical, make sure your US fiance completes the I-134 and provides you with income tax transcript or general income tax for 2012-2014. Provides you letter from US fiance's employer, and at least one paystub (we showed only one paystub. Also you need copy of US fiance birth certificate if born in the US, naturalization certificate if naturalized, and copy of passport.

Start preparing for the interview (it took us about 4 days to gather everything). Depending on how heavily you frontloaded your original application provide proof of relationship since moment u applied for visa, copies of any tickets and bookings made (if one of you or both visited the other). Recent photos, emails, chats, skype logs.

I heavily frontloaded the application so at interview my fiance did not have to show any of this proof but we prepared it just in case. He interviewed in Mumbai earlier this month. Feel free to message me directly with any questions re Mumbai consulatw

I guess the first thing I do when I get my new passport is to apply for the PCC.

One quick question for those who are sending their file to the Bombay consulate. Can the beneficiary begin on the PCC without having the case#?

We have received our NOA2, and are now waiting for it to reach NVC and have them forward the file to Bombay.

When should we send an email to the Bombay consulate? Thanks for all your help.

Fenymix, as far as I know, you can apply for the PCC without the case #.

Make sure to take a printout of http://photos.state.gov/libraries/mumbai/395145/pereirals/K1-DS160instruction.pdf and http://mumbai.usconsulate.gov/media/pdf-visas/k1-visa-information--packet-4.pdf with you, just in case they ask for an interview letter or anything of that sort.

Dohan,

For K-1, your post says after NVC transfers case to Mumbai, that Mumbai will not contact the fiancee in India who is seeking the visa? Can you confirm that was the case?

Also I just emailed the support-india@ustraveldocs. address, hoping they can initiate something.

Honestly, after receiving NVC letter, I was confused what to do, sit and wait or email and get those other items done.

Please reply upon getting a chance
