Marriage licenses are issued locally in the state and county of marriage. You will have to contact Philadelphia county offices to get a certified copy or copies (I suggest you get more than one) of you marriage license. The US government will not be any help, so going to the embassy will be a waste of time. Hopefully you can do this online since you are in Kuwait.

Good Luck!

Report of marriage/birth means informing your country of citizenship through consulate/embassy you presently lives about marriage/birth so it means you need to report to PHILIPPINE EMBASSY IN KUWAIT.

I apologize, I mis-interpeted your user name as Philadelphia instead of the Phillipines. Regardless, you will need the contact the county clerk in the location of the US where you were married to get a certified marriage license copy.

Good Luck!
