my husband doesn't have enough income to meet the poverty guideline. Example. His current annual income is only $5,000 since its seasonal and he is always here in the Philippines with me. The125% HHS poverty guideline of Alaska for 2 Household is 24,900. The difference of (24,900-5000) is 19,900 it says 3 times of that is $59,700. What if my husband has 65,000 cash on savings. Does he still need to have a Joint sponsor to be approved? Or its good already. Please anybody read and reply to this topic. Thank you.

That is usually how it works.. but for cash I believe it is five times, not three.

Technically, it is enough, but most embassies like to see you very comfortably over the poverty line if using assets, so if he has something else he can list (second car, savings account, 401K.,...) that would be good. Also, if he can show some intention to have a larger income in future (as he won't need to travel to you and live in the Philippines anymore), that may help.
