F-1 visa application issue

Hello there,

I'm posting this question on behalf of my sister as she is not quite familiar with the F visa application rules.
She will be applying for US F1 Student Visa soon. she has already received her I-20 Form. However, her I-20 form indicates that my uncle is her sponsor which she initially stated when she applied for admission. After receiving the I-20, she got a full scholarship from the Ministry of Higher Education which she would like to use as her new sponsor.

- Does she need to have her I-20 updated or is it enough to provide an explanation letter explaining the switch in sponsorship?

- In your opinion, which sponsor would have more weight in satisfying the consular officer?

Your help is highly appreciated.
