im the wife of a us citizen we filed for i130 and i got the welcome letter from the NVC, it includes the bar coded checklist which indicates that affidavit of support and financial documents are to be sent with my civil documents i.e. police certificates etc etc.
however when i completed ds260, the next step told me to send my (the applicants) civil documents right away with my two passport size pics.
My husbands W2 forms with his income tax reports may take some time, so my question is should i submit my documents without my husbands financial documents (as it was indicted by the website that came directly after i completed ds260) or should i follow the check list which includes all civil documents and affidavit of supports checks and ticks and also indicates that i wait for my husbands documents and sent them altogether ?

hope my question didn't confuse anyone

Have you read this? http://travel.state.gov/content/visas/english/immigrate/immigrant-process/documents/Submit_documents.html

Submit all documents in one package to avoid a significant delay.

another great place to source out info is

Saylin does a marvelous job outlining the entire NVC process. Once your done reading it, read it a few more times. You can post relevant questions there.

as for waiting, how long will it take to get the necessary papers? best to wait and send them all together to avoid delays.

good luck.
