i need help on NOA#1

i summited first application o jan 2015,after calling USCIS for a very long time they said you dont always get email or text,they assure of waiting for one month,we waiting and at the end they said our petition money order cant be found,now we are tracking who claim that money order,we file another petition which deliver feb 19th and until this moment there is no NOA#1 and still they are asking us to wait for another one month,i am getting confuse,we posted to pheonix arizona,can any one help on what to do?

So what did you do with the first money order cancel it? What address in Phoenix did you send to?

Are you sending US Mail FEDEX UPS what? From the US or from abroad?

we send with US post office,we are tracking the first money order because they said they not get it,our application was send from florida

Did they cash out your money order?

we dont know now if they have cash it because the first money order did not get there as they said ,now we are tracking it to know who ever claim it,the second application was confirm from USPS tracking system that it was delivered to USCIS.and USCIS never send us reply of our application that they gotten it or whatever.now i am confuse,they are now telling us that they send reply 10 to 30 days to see if our case is accepted or not
