K1 Visa process stuck at NVC or somewhere?

Hi,

our petition for K1 visa got approved on December 4, got notice by post and the uscis website status show case forwarded department of states
my question is

what could be the reason of not receiving nvc number till date?

as its been 3 months since we have got out petition approved we have contacted nvc many times but the said that they dont have our case now my fiancee is contacting them via senator and now we have been asked to provide the copy of approved petition to research centre which we have provided already but still there is no reply

my second question is

when will research center inform us?

whats the problem with our case and why is it still delayed ?

and how much more time will our case take till i get an interview call from us embassy in Pakistan?

Thanks i will go through it i have alot before here but couldnt find a case where the applicants were waiting for nvc for about more than 3 months after the k1 petition approval date
