DS-160 question about previous US visas

Quick question about filling in the DS-160 - in the travel section, it asks if you've ever been issued a US visa. My fiancée has always travelled here using the VWP - would she put that she's never been issued a visa?

VWP is not a visa. Visa waiver program means no visa required.

If she had a visa, it would be filling a page in her passport and she would know if she had been to the embassy in London to get a visa.
