The bullets, which can pierce bulletproof vests used by law enforcement, had previously been approved by the ATF in 1986. The agency now says that because handguns have now been designed that can also fire the bullets, police officers are now more likely to encounter them and so they should be banned.

What possible legitimate purpose does body armor piercing ammunition serve? I'm sorry but is just nuts. And that is why I prefer not to call them gun aficionados but gun nuts. That's what they are.

As far as I'm aware M855 isn't really armor piercing. Its generic military ball ammo.

Also everyone knows that the shorter the barrel the less effective a round becomes.

In a TC single-shot, the .223 is still pretty impressive.

This "sporting use" strategy was used before. The Nazi Weapons Law (18 March 1938) forbade importation of weapons under substantially the same test. Section 25(1) of that Law proclaimed: "It is forbidden to manufacture ... and to import: Firearms which fold-down, break-down, are collapsible, or are speedily dismantled -- beyond the common limits of hunting and sporting activities -- ..." Section 21 of the Nazi Law (and its enforcing regulations) employed the "sporting use" exception also where they permitted licensed persons to carry "firearms, designed for -- and usually used for -- the hunting of fair game."

They call it that but it is among the most commonly used sporting and hunting ammo so this is a huge deal. They are effectively banning legal weapons used for legal reasons.

The cheapest handgun to use the round is 1000.00 bucks. Law Enforcement are not likely to ever see that weapon. It is a red herring.

Which brings us back to the question in the OP. When did the hunted animals start wearing body armor? It stands to reason that ammo without body armor piercing qualities would serve the hunting purpose just fine. Same goes for sporting unless the sport you're playing is 'shoot a cop'.

Not exactly. I wanted to check myself:

The 5.56-mm ball M855 (A059) cartridge has a gilding, metal-jacketed, lead alloy core bullet with a steel penetrator. The primer and case are waterproof. The ammunition is linked by a disintegrating metallic split-linked belt for firing from the ammunition box. In an emergency, the M855 round can also be loaded and fired from the M16 20or 30-round magazine. It is identified by a green tip, has a projectile weight of 62 grains, and is 2.3 cm long. This is the NATO standard round. It is effective against personnel and light materials, not vehicles.

The steel penetrator is what distinguishes this round. "Ball" refers to the common type of powder used. The M16 was designed to function properly with "ball" or spherical powder.
