Santo Domingo - Parent visa - Interview reschedule?

Hi,

My wife is a US citizen and is applying for a permanent visa for her parents. They recently received a letter with the interview date in late March and went for a medical exam. Her mother was ok, but they found a suspcious spot in her father's xray and did a 3 day exam of "bacterilogo de esputo" for $600. I believe this is some sort of exam for TB. The medical center then sent us a letter asking us to reschedule the exam for 90 days from today as that is how long the results will take. Has anyone else had a similar experience?

We called the (703) 988-3410 number to try to reschedule but have not heard back. The connection was really bad even though its a Viginia number and it just seemed like a call center person who was just going to forward our request to the Embassy. Is there a better way to conatct the Embassy directly?

Finally, I tried to setup a date with the VAC for fingerprints for her mother as she passed her medical exam but her case number is not on the list of pending appointments (http://photos.state.gov/libraries/dominicanrepublic/66631/Visas/iv-appointments.pdf), even though we have a letter with her interview date. Has this happened with someone?

It would be so great if we could speak with someone in the Embassy but we have not found a way to find a good number.
