My fiancé had his interview 12/30/14 and it well, the only problem was he didn't have his police certificate from his home country and they wanted our chat logs( I sent him a package of all of our chat logs from the time we met up until a month before his interview) but he didnt receive it in time for his interview. So the consular gave him a 221g form with the items that he needs to send back to the embassy which were his police certificate and he wrote on the form our facebook chat log since we met on facebook. So about two weeks after the interview he received his certificate and the chats that I had sent him, so my fiancé tells me that he screened shot our facebook convo and so I said let me see them because I know we don't use facebook to chat that much, so he sends me only 4 screen shots which I wasn't surprised because I know we don't talk much on FB so I told him that this is not enough but go ahead and add it to the 500+ pages that I sent you since the consular asked for it. So my fiancé says well I don't think I need to send your whatsapp and viber chats because he didn't ask fo it so I explain that 4 screen shots was not enough and that he just need to do what I'm asking him to do being that I have done a ton of research on this process but he keep saying well the consular didn't ask for it so by this time I'm angry and the conversation turned into an argument. So long story short he sends the information need to the embassy the embassy email me this:

Good Afternoon,

The evidence you provided was not enough to support his fiancé visa application so the petition was returned for reconsideration.

I asked him what he sent to them and he said just the facebook chats and his police certificate. What does this mean ? Did we get denied? I'm so emotional right now please advise

Sorry for this result.

They sent back the petition to uscis.

They sent back and when they send back can be approved again, but almost all the time they denied.

they are going to let that the time be over and then debied.

Sorry, you need start a new petition or get marry.

Be sure that next time you send all the proofs with the i-129f petition.

I dont know why your fiance was so stoborn and didnt sent all the proofs even if were viber and others media.

When you send the petition you need send all conversation, because that packet go to the embassy and they take the desision before you have the interview.

if you had sent all the conversations in your first packet they hadnt asked for more conversation proofs.

All this questions doesnt matter, see that at the interview he was asked to submit his police certificate and facebook chat.

The point here is that the petitioner say that he didnt submit all their conversations pages, he only submit 4 chatlog of facebook.

And that wasnt enough to support his relationship.

They wanted see conversation pages.

How many times have you met each others?

when was the last time you have been together face to face?

did you spent quality face to face time?

What about pictures?

Well you don't have to send chat logs with the initial petition... unless your consulate is a difficult one, then front loading the petition is recommended. :)

Timeline

Yes it matters how many times they were together in person, and when the last time was. How often and much you communicated too. The CO did not believe you provided enough evidence to prove you have a bona fide relationship. It all goes together.

Italy is not really a high fraud, difficult consulate, so front-loading the I-129F petition is probably not needed much for that country. It seems the main problem is that enough evidence was not presented at the consulate for the interview and the CO was not convinced the genuine relationship existed. The K-1 visa interview should not be taken lightly. Getting the I-129F petition approved is generally the easiest step of the process. You then must prove your relationship to the CO in order to get the actual visa approved.
