IR-1 question - do we need to complete a DS-230 and cover letter etc.?

Another quick one. The guide http://www.visajourney.com/forums/topic/443127-dcf-london-i-130-for-ir1cr1-spouse-guide/indicates the following and mentions a cover letter:

2.2. Complete the DS-230 Part I & II. Don’t complete Part II past the warning line at the bottom. Mail both of these to the following address:

This is the first I have heard of this - is this old information or have we missed something? We appear to have followed all proceses including completing the D-260 online and the applicant readiness form?
