1) Sending too much documents/overkill will lead to an interview:

U.S.C.I.S tries to fill a 10% quota every year and people they choose for an interview normally have a very solid evidence and sometimes the I.O is too lazy to go through all the documents so they let the local office deal with it.

2)Not sending priority documents will lead to a R.F.E or interview:

USCIS's priority documents are joint Lease/mortgage and Financial documents without these, there is a 97% chance of receiving an interview or RFE.

There is always a chance of a RoC interview; you cannot eliminate it 100% no matter how good your submission.

How did you arrive at this conclusion? Your submission in No. 1 runs contrary to the popular held view of 'the more the best' in terms of documentary evidence. No. 2 is pretty much commonsense to send primary evidences, though I am not sure what you mean by priority documents. Generally, immigration process is all about documentary evidences that prove any case beyond reasonable doubts, so the more important documents one can produce the better convincing the case will look... Although every case is unique it is advisable to send more relevant documents but not a lot of irrelevant documents... Again every case is unique and I am not sure how and where you got your opinion from...

If you have ever received the reminder letter from uscis notice that it specifically stated a list of documentary evidence that can be submitted in order to have the interview waived. I think the OP's No.2 point is valid ie talking about submitting the primary evidence. But what he stated in no.1 above is baseless...

Again, this question goes to you... How did you arrive at your conclusion? Interviews are scheduled randomly according uscis and no one can tell who's to be interviewed or not. It is also stated that interview may be waived by uscis if you can submit enough proof as listed. OP miss out this point in his assertion in no1 above but he connected no.2 to this fact talking about primary evidence...

Not entirely true some are selected randomly and some are chosen for interview. To highly bring down the chance of getting interviewed send not ton of irrelevant documents but simple file of quality doc.

I can't imagine they do a lot of RANDOM interviews when there are so many interviews that are necessary to confirm legitimacy of relationships. I strongly believe that the right amount of high-quality evidence is subjective and depends upon whose desk you land on a particular day. I feel like I got lucky the first time through because I got through so quickly. I'm hoping our stuff lands on the right person's desk this time around, too. I kept it streamlined and offered a variety of items. I sent more than maybe I would have had I different evidence to present but I'm missing some of the items they like to see such as a mortgage because we bought the house before we got married and my name could not be on the documents until I had a green card. We aren't about to refinance our mortgage just to get my name added!

Each of us just has to jump through whatever hoops are necessary at each stage of this process. Some of it is random or surprising. Some of it is completely expected. I haven't experienced much consistency up until now and I don't expect that to change.

You don't know how uscis operate so please stop saying things you're not sure about. It is common knowledge that lack of adequate documentary evidence has a negative result in any case but how they weigh these evidences are totally different from you and I speculations. It's better you take time to read the instructions and get adequate understanding before you start rambling....
