Green card or tourist visa for a parent who does not want to live in US?

Hello,

I would like to have my mom over for a visit (4 weeks top as she claims ) but she has been denied Tourist visa B2 TWICE (no reason indicated ). I have no idea why and have no way of finding out more about it.

I'm citizen since 2013 and would like to finally have my mom over.

Considering the fact that my mom doesn't want to live here (only visit for holidays and vacation) and she got denied twice in a past for B2 visa (in 2007 and 2009 I think) what option is best for her?

there are no visa categories for her. If she wanted to be an illegal then maybe she would have better opportunities. For awhile, I was in the same boat as you.

No greencard, tourist visa only. She doesn't intend to live here so why would you go through that long, tedious process? What kind of ties to her home country did she have? She's going to need some pretty strong ones to get a b2 with a USC daughter.

You have a conflict of interests. You say you would "like her to move" but she says she only wants to visit for "holidays and vacation". If you can convince her to want to move, properly, then you file for her to get permanent residency. If she's only wanting to visit, she'll have to keep trying for a tourist visa. There's not really an in between state - if she eventually got a GC and still didn't want to move, she wouldn't be in the US enough to keep her status and would lose the card.

for example, my fiancee a few years ago. she wanted to visit for the holidays, yet she couldn't because they did not grant her a tourist visa. I, at the time, was living in Mexico. I had a good job there and for us, at the time, we were not ready to get married. Even if we were to get married at the time, I would not have been able to bring her to visit the states with me because the CR1 and K1 visas are for people living in the United States with income from the US. See what I mean? No category for that. It was either get married (via K1 or CR1) and uproot my life to live in the US or keep on gifting money to the US Govt so that they have the pleasure of denying her again and again. It is ridiculous. I feel for the OP. Her mom wants to spend time with her in the US, but prefers to live in her home country. Considering that she was denied a few times, it is highly unlikely that she is granted a visa. Where does that leave her? All or nothing. Green card or out.

I only thought about green card because they have denied her B2 visa twice already and I'm tired of dealing with nonsense (they do not even tell her why , just denie her!). She has been having (and still has) strong ties- good job, her own place (owner), bank account, rest of our family. ...she doesn't want to live in States because she has a good life where she lives.

This is sad that there's nothing a person can do to have family over for vacation or holidays.... Being illegal here? Sorry, but in my opinion it is not worth it.

I would like to have my mom over yes. Have her live here against her will? Never. I'm sorry if my post was confusing. I meant to say that we are only trying to have my mom over for a vacation or holidays, not to live here forever. So there's no conflict of interest.

I see your point about maintaining her GC status... we could take care of it by having her come over 2x year

Very. And Yes, we thought about it too, but it is difficult for me&my husband to travel with our toddler. Plus, it's easier (in every meaning of the word) to fly one person across the Ocean than three. I had no idea that having my Mom over for a visit would be such a big problem. Mission impossible.

My friend has been traveling the world with their toddler. they haven't been living in homes in 90% of their destinations either. Unless your child has special needs, you can definitely travel with your kid. In fact, getting them used to traveling will make it easier than travelling infrequently.
