Form I-129F routed to consulate or NVC

My I-129F paperwork was processed through the California Service center.

I received my NOA2 dated 10/17. It indicates that the petition was approved, and routed to "the listed consulate," though no specific consulate is listed.

Do all I-129F's get routed to the NVC prior to being forwarded to the embassy? Or is it ever sent directly to the embassy? I'm not sure whether I should contact the NVC or Guatemalan embassy to determine whether the packet has been received, and I'm afraid that I'm going on 3 weeks without any further information.

Am I missing something obvious?

Yes, the petition goes to NVC for processing first. They will assign your case a new number and send it to your embassy/consulate.
You can call NVC and ask for your case number if they've assigned you one already so you can track your case on https://ceac.state.gov/CEACStatTracker/Status.aspx?eQs=o/iS8zDpeAKjMWCuebHqOw==

It can be quite tiring, though, because you usually have to try calling many, many times and they'll put you on hold for a long, long time.

People say it's best to call around their opening or closing hours.
