Brother and sister income combine for parents?

Hello. My husband is a citizen and he wants to bring his parents to the US. Our income is not enough to sponsor both of them. His sister is also in the US, but she is a permanent resident. Her income alone is also not enough to cover both parents. Is it possible to combine their incomes? Or is it absolutely necessary for sponsor's income to be big enough to cover both of them, not just partially? Also, is it a problem that his sister is a resident, not a citizen?

Addition: I just found the following info on immigration website

"Members of your household can combine their income with yours, but they need to sign Form I-864W instead of another Form I-864"

His sister does live with us, but she is paying her own taxes. Does this make her a "member of our household"?

no, the only way that they could combine income is if they lived in the same house and had proof of living under the same roof

If she does then yes, your husband as the petitioner would file the i864 and his sister the i864A as household member

. It doesn't matter if she is a LPR. it can be LPR or USC

Yes, she has been living with us since she came here 4 years ago. Thanks for the info!

no, each house hold is separate

your husband's i864 which he has to fill out 2 because each parent is filed separately. in his i864 he files for you as his spouse. so it is himself, you and parents

and any other dependent if you have any

his sister files 2 i864A, one for each parent, and fills out her own household size. if she is unmarried, then it's herself and parents
