Can I visit using ESTA?

Timeline
My case is a bit different than your regular.

Last year I applied for a J1 Visa in New Zealand through an organisation called IEP.

I went for my interview at the consul and was denied the visa as the consul believed I had no intention to leave the USA once there. The consul believed that I didn't have enough reason to want to come back home to NZ as my parents lived in Australia. Crazy assumption. The whole purpose of me going to the USA was to get Marketing experience through J1 so that I had a differentiation point in my Marketing career.

Anyway.. The Director of IEP then got in contact with the US embassy in Auckland and I was able to obtain another interview as they had got my intentions all wrong. After that I was approved of the J1. I have since left the USA after my J1 expired back in June and I am planning a holiday to the USA for Christmas and New Years.
Can I apply through ESTA for a visa waiver or do I have to apply for a non immigrant visa since it has it my record that I have been denied (even though one week later, I was approved).

Best to try ESTA first. If you applied for a tourist visa and get denied, you will not be able to use ESTA for a period of time.

Yeah it's a weird one. I contacted a representative who advised me that because my case is different, the proper people to ask would be the US Border security? Unfortunately, I can't seem to find the number to contact. I just want to speak to a real person. Everytime I call different numbers, it is all automated.

Can anyone help with this? Which number should I call?
